White Hats on the Sidelines?

Here is a list of groups that recently wrote a letter to Nancy Pelosi urging her to strengthen some environmental aspects of the Waxman-Markey climate bill.

Health Care Without Harm
Rock the Vote
Sierra Club
US Action

The names not here speak more loudly then the names that are. Presumably the reason most major groups aren’t on this letter is either that they are accepting the compromises uncritically or completely rejecting them. Is this common for the environmental movement, or other movements/industries, to not advocate to improve the details in a major bill?

Public Citizen, the Southern Alliance for Clean Energy, and some smaller groups sent a letter advocating for 100% auctions recently, but again many of the big names were MIA.

What gives?
